1. High-level intelligence meeting in Moscow may shape Syria diplomacy
As we reported here last week, the extraordinary meeting between Turkish intelligence chief Hakan Fidan and his Syrian counterpart, Ali Mamlouk, in Moscow on Jan. 13 was the highest-level contact between the two bitter enemies in nine years, and possibly a sign of a thaw in Turkish-Syria ties — and the initiative of Russian President Vladimir Putin.
Putin's shuttle diplomacy: According to Metin Gurcan, Putin first broached the meeting when he met with Turkish President Recep Tayyip Erdogan in Turkey on Jan. 8. Putin had met Syrian President Bashar al-Assad the day before in Damascus. The last such high-level contact between Turkey and Syria was when Turkish Foreign Minister Ahmet Davotoglu met with Assad in Damascus in 2011.
