Kurdish-led forces, backed by the US, regained control of the complex, but it's unclear how many IS militants escaped. The search is now underway to find them. Al-Monitor's Joe Snell reports. Displaced Syrians now contend with freezing temperatures that have frozen water systems, large blankets of snow that have collapsed shelters and closed roadways, and renewed threats of flooding as the snow melts.
