Rubio could designate Afghanistan as sponsor of wrongful detention, source says

WASHINGTON, March 9 (Reuters) - U.S. Secretary of State Marco Rubio is considering whether to designate Afghanistan as a state sponsor of wrongful detention and could act as soon as Monday, according to a source familiar with the matter.
