The Israeli government has begun formal steps to revoke the licenses of dozens of aid organizations that have refused to share detailed staff information with it, a move aid groups warn could further limit humanitarian aid operations in war-torn Gaza.

On Dec. 30, 2025, Israel’s Ministry for Diaspora Affairs sent formal notices to 37 NGOs operating in Gaza informing them that their licenses to operate in Israel would be revoked effective Jan. 1, 2026. The organizations were instructed to wind down their activities by March 1. 

On Jan. 4, Israel’s KAN reported that the ministry had begun the process of revoking the licenses of NGOs operating in Gaza and the occupied West Bank, including east Jerusalem, that have refused to share detailed staff information — including names, passports, personal identification numbers and, in some cases, residential addresses — and fully disclose funding sources and operational structures.

Israel announced new visa and registration regulations for aid organizations in March 2025, giving organizations 10 months to comply with the new requirements.
