Iran, Azerbaijan ink 7 MOUs as Pezeshkian visits Baku: What to know

As part of a broader diplomatic thaw, Iran and Azerbaijan have agreed to enhance cooperation in political, economic and security sectors during President Masoud Pezeshkian’s visit to Baku.

In a rare meeting between Iranian President Masoud Pezeshkian and Azerbaijani President Ilham Aliyev in Baku on Monday, the two signed seven cooperation agreements, which, taken together, signal steps toward strengthening the formerly strained Tehran-Baku relations.

Pezeshkian was received at Heydar Aliyev International Airport by Azerbaijani Deputy Prime Minister Yagub Eyyubov and Deputy Foreign Minister Samir Sharifov. The official summit took place at the Zagulba Presidential Palace, where the presidents held one-on-one talks followed by a meeting of high-level delegations from both countries.

During the meetings, officials from each side signed seven memorandums of understanding in the presence of Pezeshkian and Aliyev, according to Iran’s state news agency, IRNA. No details were disclosed, but IRNA reported that the MoUs include agreements on political consultations, transportation, cultural exchanges, health, media and investments.

Despite their geographical proximity, the two nations have not seen a high trade volume. In 2024, Iran's former finance minister, Abdolnaser Hemmati, said that bilateral trade stood at around $400 million per year. In that same year, Armenia's trade with Iran stood at $737.4 million, according to Armenia's national Statistical Committee.
