Trump taps Russia-born investor to oversee $200M+ fund backing Armenia-Azerbaijan corridor

The appointment of Chicago-based investor Konstantin Sokolov to oversee a $200 million fund marks a new phase for Washington's proposed trade and transportation route linking Azerbaijan, Armenia and Turkey.

A proposed trade, transportation and energy corridor championed by President Donald Trump to connect Azerbaijan via Armenia to Turkey is moving forward with the appointment of Russian-American entrepreneur Konstantin Sokolov to chair a State Department enterprise fund that will oversee more than $200 million in investments, the department has confirmed.

The Trump Route for International Peace and Prosperity, or TRIPP, has emerged as a way to head off further conflict between Azerbaijan and Armenia and advance US interests in Russia’s traditional sphere of influence in the southern Caucasus. The broader goal is to establish a new east-west corridor, including a rail system linking Europe to Central Asia, and reduce dependence on Russian and Chinese infrastructure.

The TRIPP initiative was unveiled at the White House on Aug. 8, 2025, when Trump hosted a meeting between Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev.

The TRIPP Development Company will oversee the flow of investment to components of the project but will not award tenders so as to preclude any conflict of interest.
