Saudi Arabia has significantly reorganized its senior military leadership through recent high-level appointments, reflecting the royal family's commitment to reforming the kingdom's armed forces in line with Vision 2030. This move aims to boost military efficiency, address long-standing challenges, and help the armed forces catch up with more advanced regional competitors.
On Aug. 29, the Saudi Press Agency (SPA) announced a series of royal decrees, replacing the heads of some of the kingdom's most senior military positions and appointing new leaders. The royal orders appointed Maj. Gen. Mohammed Bin Abdulrahman Bin Hamed Al-Gharibi as chief of staff of the Royal Saudi Naval Forces (RSNF), while Rear Admiral Fahd Bin Abdullah Bin Saleh Al-Ghufaili was named deputy chief of the general staff of the naval forces. Additionally, Maj. Gens. Fahd Bin Hamad Bin Abdulaziz Al-Salman and Fahd bin Saud Bin Dhuwaihir Al-Jahni were appointed commander of the Joint Forces and chief of staff of the Royal Saudi Land Forces (RSLF), respectively. All appointees were promoted to the rank of lieutenant general, which is immediately above their previous class and a necessary step to assuming their new senior military roles. These promotions clearly underscores the significant responsibilities now entrusted to them.
Saudi Defense Minister Prince Khalid bin Salman welcomed the newly appointed and promoted military officials during a medal ceremony in Riyadh on Sept. 2. The Saudi leadership emphasized that the dismissal of some senior military commanders should not be intended as a punitive measure, but rather as part of a broader strategy to cultivate a new generation of highly skilled young officers who have reportedly demonstrated good performances in the conflict against the Houthis.
New roles have also been reported for the outgoing officers to ensure a smooth transition. The RSLF's former chief of staff, Lt. Gen. Fahd bin Abdullah bin Mohammed Al Mutair, will take on an advisory role within the Ministry of Defense. Meanwhile, the previous commander of the joint forces in Yemen, Gen. Mutlaq Bin Salem Bin Mutlaq Al-Azima, has been appointed as an adviser to the Royal Court with the rank of lieutenant general, allowing them to maintain their influence within the military hierarchy.
