Could the Lebanon hold-up be tied to legislation introduced in June by Sen. Ted Cruz, R-Texas, and others? Background: On Sept. 5, the Department of State notified Congress of the intent to obligate $105 million in support to the Lebanese Armed Forces, which has been a mainstay of US security assistance to Lebanon, backed by the Pentagon, State Department and bipartisan members of Congress. The White House Office of Management and Budget (OMB) has held up the aid, so far without explanation – just as it did with Ukraine aid.
