US to launch Gaza governance plan amid Hamas disarmament doubts
US envoy Steve Witkoff warned that Hamas' failure to comply with the plan's next phase would "bring serious consequences."
WASHINGTON — The United States on Wednesday announced the start of the second phase of its postwar plan for the Gaza Strip, which calls for technocratic Palestinian governance and the disarmament of Hamas, the Trump administration’s Middle East envoy said.
“We are announcing the launch of phase two of the president’s 20-point plan to end the Gaza conflict, moving from ceasefire to demilitarization, technocratic governance, and reconstruction,” US envoy Steve Witkoff said in a post on X.
Israel and Hamas agreed to a US-brokered ceasefire in mid-October. Its second phase envisions a Board of Peace that will oversee the disarmament of Hamas, the deployment of an international stabilization force and the reconstruction of Gaza.
A US official briefing reporters said invitations were sent Wednesday to countries participating in the Board of Peace, and that further announcements are planned during the World Economic Forum in Davos, Switzerland, next week.
